Fairfax Imaging awarded contract for Check 21 by Tennessee Department of Labor

Tampa, FL., April 2008 – Fairfax Imaging, Inc. has been awarded a contract for installation of a Check 21 based turnkey remittance processing solution for the Tennessee Department of Labor and Workforce Development (TNDOL).  The system processes UI Tax Returns and payments from all employers in the State of Tennessee. 

Awarded a contract in September of 2006, Fairfax Imaging began installing its award winning imaging and data-capture platform Quick Modules, which is scalable and tailor-able to meet TNDOL’s unique business requirements.

A turn-key solution, Fairfax Imaging’s Quick Modules software provides faster processing and increased cost efficiency.  By applying the latest in recognition technologies including OCR, ICR, and CAR/LAR, the system enables TNDOL to streamline its operations and increase the productivity of its labor force.  However, the definitive factor in TNDOL’s choice was Quick Modules’ Check 21 capability which enables the State to streamline the incoming check process and make deposits the same day.

Congress passed the Check Clearing for the 21st Century legislation (also known as “Check 21”), effective October 28, 2004 making it legal for businesses to replace paper checks with digital copies of the originals. Check 21 eliminates the need for a second scan and the encoding and mailing of paper checks.  Instead, TNDOL will send digital copies of each check to Bank of America (NYSE:BAC) electronically over either the internet or a dedicated line. The bank receives and processes the electronic check images instantly.

Fairfax Imaging’s solution for TNDOL takes full advantage of its well established Check 21 capability. The system captures an image of both sides of each check in a single pass operation.  After balancing the payment and endorsing the check image, Quick Check 21 creates an x9.37 file for the deposit record and the electronic copies of the checks to be deposited. Quick Modules then transmits the file to TNDOL’s financial institution, Bank of America (NYSE:BAC).

Another important factor was Quick Modules ability to process large forms like the Quarterly Employer State Unemployment Insurance (SUI) Wage Report which contains approximately 180 fields and a barcode, all of which may require data capture and validation editing. 

Fairfax Imaging, accomplished the necessary throughput volume by combining the IBML ImageTrac® Scanning Platform with the computational power of high-end Dell (NasdaqGS:DELL) servers.
